Inside the Eurozone’s periphery comeback

In the aftermath of the eurozone sovereign debt crisis, countries such as Spain, Portugal, Greece, Ireland, and Italy became synonymous with economic fragility. Yet, under a decade on, a remarkable narrative shift is underway, with these so-called peripheral economies now outpacing Europe's traditional economic powerhouses in growth, investor confidence, and reform momentum.

María Jesús Fernández de Funcas. Pese al buen tono de la economía española, el efecto —limitado— de los aranceles ya vigentes sobre las exportaciones a EE. UU., su impacto sobre las ventas hacia Europa y el eventual desvío de mercancías de China desde el mercado norteamericano hacen que Funcas rebaje su previsión de crecimiento para España hasta el 2,3 % en 2025 y hasta el 1,6 % en 2026. Sin embargo, hay que reseñar que estos son los datos previstos para un escenario central en el que no se reactiven los llamados aranceles “recíprocos” ni se extienda la incertidumbre sobre la política económica, en cuyo caso las proyecciones serían más pesimistas y no se podrían descartar siquiera tasas trimestrales negativas para el PIB.

La guerra comercial torpedea la dinámica positiva de la economía española

Santiago Carbó de Funcas. Las tensiones financieras de la semana pasada afectaron a la valoración de la deuda estadounidense. Los treasuries americanos perdieron atractivo –elevando los mercados sus exigencias de rentabilidad– ante el caos decisorio de las autoridades económicas de aquel país sobre los aranceles, con la consiguiente erosión del carácter de activo refugio del dólar. Asimismo, la incertidumbre ha alcanzado a los bonos de otros países vinculados a esta moneda, por lo que las próximas acciones de los bancos centrales, en particular del BCE, se centrarán previsiblemente en generar un entorno de confianza a inversores y ahorradores.

Tras las elecciones celebradas recientemente en Alemania, los partidos clásicos CDU y SPD —que probablemente conformarán en coalición el próximo Gobierno han acordado un paquete financiero que incluye, entre otras medidas, un fondo para infraestructuras de 500.000 millones de euros o la exención del gasto en defensa del límite de deuda constitucional. Las medidas han sido ampliamente respaldadas por expertos y organizaciones y, aunque la deuda pública sufriría un incremento importante, son abordables dado el amplio margen fiscal del país. El importante giro de la política económica es la respuesta de Alemania a la crisis económica y los riesgos geopolíticos actuales.

A raíz del nuevo entorno geopolítico y del viraje internacional de la administración de EE. UU., Europa se ve abocada a un incremento del gasto en defensa que, posiblemente, no podrá ser abordado en toda su magnitud de forma inmediata. En primer lugar, la limitada capacidad de producción de la industria europea no puede dar respuesta de momento, por sí sola, a las elevadas cuantías de gasto que se prevén ejecutar. Otro aspecto que es conveniente enmendar es su actual fragmentación y la reducida dimensión de las empresas, lo que impide economías de escala e implica ineficiencia y altos costes de producción. Finalmente, hay que resolver el rompecabezas de su financiación, anticipando el mix de fórmulas (deuda, impuestos, reasignación del gasto…), lo que plantea dilemas desde una perspectiva social. Más allá de del cambio de administración en EE. UU. y de lo que suceda con los Presupuestos Generales del Estado, en 2025 la economía española estará muy condicionada por otros factores que están cobrando gran protagonismo. Por un lado, la evolución de Alemania, un mercado clave para el sector exterior español cuya debilidad afecta ya a nuestras exportaciones de bienes. En segundo lugar, no parece que los tipos de interés sigan la senda prevista; los recientes repuntes de la rentabilidad de la deuda pública parecen impugnar las previsiones y el cambio de tendencia podría comprometer la recuperación de la inversión. Finalmente, la intensidad en la reactivación de la oferta de vivienda será uno de los elementos que determine la solidez del actual ciclo de crecimiento.

Francia afronta una situación de déficit y deuda públicos al alza en un contexto de muy débil crecimiento. A ello se une el bloqueo político, que puede dejar al país sin presupuestos para 2025. Este enconamiento político, más que la situación de base —puesto que la solvencia del país está fuera de duda— se refleja en la prima de riesgo, excepcionalmente alta estos días. La única salida, realmente complicada, sería conseguir un consenso entre los principales partidos en torno a un ajuste presupuestario que no tendría por qué ser draconiano. Raymond Torres desgrana las lecciones que se pueden extraer del momento que atraviesa el país vecino: la bajada de impuestos no impulsó el crecimiento; el mero aumento del gasto sin estrategia económica no sirve; y se hace necesario prevenir los desequilibrios fiscales.

Indicadores económicos de Funcas para la eurozona 2017-2018

The eurozone economic recovery has accelerated since the start of the year. Activity and consumer confidence indicators have spiked, slightly outperforming pre-crisis levels (Exhibit 1). Meanwhile, international trade flows both within the eurozone and with third countries have increased, in line with the recovery in global markets. GDP grew by 0.6% in the first quarter and 1.9% relative the same quarter of 2016 (Table 1). All countries in the single currency saw a pick-up in growth compared to the last quarter of 2016.
