Gasto público y familia: especial referencia a España

En este trabajo se analizan las relaciones que puedenexistir entre la actuación del sector público y el comportamiento de las familias. Se destacan las dos acepciones posibles en relación con la política familiar, así como los principales objetivos de la política específicamente destinada a esta institución. Se pone de manifiesto que el sector público no ha venido prestandomucha atención a los temas familiares, pero recientemente hay indicios de un cierto cambio de tendencia. Con respecto a la oferta de servicios públicos, se constata la escasa importancia cuantitativa de las funciones familia y maternidad, aunque se puede intuir una cierta inflexión. No obstante, el gasto público que, en un sentido más amplio, acaba beneficiando a las familias, esto es el gasto social, acapara una parte muy importante del Presupuesto. Se analiza la valoración de estos servicios por parte de los ciudadanos, y se estudian los principales efectos sobre la asignación de recursos y la distribución de la renta.

In this work are analyzed the relationships that can exist between the performance of the public sector and the behavior of thefamilies. They stand out the two possible meanings with relationship to the family politics, as well as thepolitics's main objectives specifically dedicated to this institution. We show that the public sector has not come paying a lot of attention to the family topics, but recently there are indications of a certain tendency change. Whith relationship to the offer of publicservices is verified the scarce quantitative importance of the functions family and maternity, although onecan sense a certain inflection. Nevertheless, the public expense that finishes benefitting to the families in a wider sense, this is the social expense, it monopolizes a very important part of the budget. The valuation of these services is analyzed on the part of the citizens, and the main effects are studied on the assignment of resources and the distribution of the rent.
