Este artículo está dedicado a explicar la reforma de la financiación autonómica propuesta para el período 1997-2001, tercer quinquenio del "período definitivo" concebido por la LOFCA. Las medidas que se proyectan habrán de responder al doble mandato de reformar el sistema para potenciar la autonomía en el ingreso y corregir los instrumentos del sistema actual para que sirvanefectivamente a la solidaridad.

The purpose of this article is to explain the reform of autonomous community financing proposed for the period 1997-2001, the third five-year span of the "definitive period" designedby the LOFCA. The measures planned will have to comply with the dual objective of reforming the system in order to reinforce autonomy in the question of income and to correct the instruments of the present system sothat they make an effective contribution to solidarity.
