En el presente trabajo se analizan los problemas de la financiación autonómica de las prestaciones sanitarias, organizandose la exposición con la siguiente secuencia. En primer lugar, se realizan algunas consideraciones generales sobre la organización y financiación del gasto sanitario, resaltando determinados aspectos teóricos,comentando los distintos criterios posibles para la distribución territorial de los recursos sanitarios, y llevando a cabo una breve incursión en los sistemas comparados de financiación territorial de la sanidad. En segundo término, se aborda el análisis de la financiación de la asistencia sanitaria en España, como paso previo para desgranar los principales problemas ylimitaciones que presenta en la actualidad la financiación territorial de dichas competencias. A continuación, se pasa revista a las posibles alternativas de reforma que se pueden plantear en los momentos y circunstancias actuales, prestando atención especial a aquellas propuestas de descentralización de la financiación que se vienen manejando y que se fundamentan, por lo general, en el establecimiento y posterior territorialización de diversos fondos diferenciados. Asimismo, se pasa revista al acuerdo de financiación suscrito por el Consejo de Política Fiscal y Financiera. Por último, tras algunos comentarios y observaciones, se cierra eltrabajo con un apartado de consideraciones finales.

Inthe present work is approached the analysis of the problems of the financing of the descentraliced healths expenditure, being arranged the same with the next sequence. In the first place are accomplished some general considerations on the organization and financing of the sanitary expense, highlighting determined theoretical aspects, commenting the different possible criteria for the territorial distribution of the sanitary resources, and carrying out a short raid in the compared systems of territorial financing of the health. In second term, is approached the analysis of the financing of the sanitary assistance in Spain, as previous step to thresh the main problems and limitations that presents at present the territorial financing of such competitions. Below, examine closely to the possible alternative of reforms that they can be outlined in the moments and current circumstances, paying attention special to those decentralization proposals of the financingthat are come handling and that are based, generally,on the establishment and subsequent decentralization of various differentiated backgrounds. Also it is examined closely to the sanitary financing agreement for the 1998-2001 recently subscribed in the Fiscal and Financial Policy Council. Finally after some comments andobservations, we close the work with a final considerations paragraph.
