Fondos estructurales, capital humano y convergencia en las regiones objetivo 1 en Espana

Este trabajo analiza el capital humano y los rendimientos educativos en las regiones objetivo 1 en términos comparativos con el resto de regiones. Los fondos recibidos han contribuido a paliar las diferencias en capital humano entre regiones objetivo 1 y resto, si bien éstas todavía persisten. Por lo que respecta a los rendimientos educativos, no se aprecian diferencias sustanciales entre regiones objetivo 1 y resto. De hecho, entre 2002 y 2006 los rendimientos educativos decrecen en todas las regiones, y la única diferencia que se aprecia entre regiones objetivo 1 y resto radica en que, para un mismo crecimiento del PIB, las regiones objetivo 1 parecen generar una menor demanda de capital humano que las más desarrolladas.

This article analyzes the human capital and educational returns in the Objective 1 regions in comparative terms with the other regions. The funds received have helped to allay the human capital differences between Objective 1 regions and the others, although these still persist. Insofar as educational returns are concerned, no substantial differences are observed between the Objective 1 regions and the rest. In fact, between 2002-2006 educational returns declined in al¡ the regions, and the only difference that may be appreciated between Objective 1 regions and the rest lies in the fact that, for the same rise in the GDP, the Objective 1 regions appear to generate a lower demand for human capital than the more developed ones.
