En este artículo analizamos la participación municipal en los ingresos del Estado, como instrumento esencial de garantía de la suficiencia financiera para las haciendas locales. Concretamente, describimos de manera resumida su regulación actual, la situamos tanto en elmarco de las subvenciones a las haciendas subcentrales como dentro de los esquemas alternativos de nivelación, y examinamos la idoneidad de las variables distributivas utilizadas clasificándolas en función de su atención a factores de necesidad, capacidad y esfuerzo fiscal, proponiendo alternativas que a nuestro juicio mejorarían su configuración.In this article we analyse municipal participation in State revenues, as an essential instrument for assuring the soundness of localfinance. Specifically, we give a brief description oftheir present regulation, we set it in the framework both of grants to subcentral finance departments and within the alternative patterns of levelling, and we examine the suitability of the distributive variables used, classifying them in accordance with how far they take into account the factors of need, capacity and taxeffort, and putting forward alternatives that would, in our view, improve their configuration.
