Problemas actuales de las haciendas locales

Aunque las haciendas locales no tienen los problemas de suficiencia de antaño, su situación puede mejorarsesustancialmente. En el período 1979-1988 el gobierno central se reservó el núcleo del poder fiscal --imposición personal sobre las ventas-- y los gobiernos locales replicaron exportando déficit. En tal situación, elEstado articuló apresuradamente un conjunto de medidas para solucionar la crisis, alguna de las cuales incurrió en inconstitucionalidad. Atendiendo a la doctrinasentada por el Tribunal Constitucional, se reestructuraron las fuentes financieras locales simplificando y modernizando los tributos y dotando de mayor estabilidad al sistema de transferencias. El juicio favorable que la actual situación merece se basa en que desde hace varios años los ayuntamientos españoles están liquidando sin déficit sus presupuestos y los tributos locales no han agotado su potencial financiero. No obstante, en el futuro próximo se han de redefinir las competencias locales mediante el Pacto Local, en el que han de jugar un importante papel las comunidades autónomas. Although local government finance departments donot have the problems of solvency of earlier times, their situation could be improved considerably. In the period 1979-1988 central government retained the lion's share of fiscal power - personal taxation on sales -and local government reacted by exporting its deficit. In this situation the State hurriedly instituted a set of measures to remedy the crisis, some of which were contrary to the Constitution. In accordance with theprecedents set by the Constitutional Court, local sources of financing were reorganized, simplifying and modernizing taxes and endowing the transfer system with greater stability. The favourable opinion that the present situation warrants is based on the fact that Spanish local councils have not been suffering from budgetary deficits in the last few years and local taxes have not exhausted their whole financial potential. Nonetheless, lower powers have to be re-defined in the nearfuture by means of the Local Pact, in which the autonomous communities have to play a major role.
