La financiación impositiva municipal. Propuestas para su reforma

El objetivo fundamental de este trabajo es el desarrollo de diversas propuestas para la reforma del sistemade financiación impositiva municipal en España. Para ell, el artículo se estructura en tres grandes bloques: 1. Análisis del sistema de financiación impositiva municipal vigente en la actualidad. 2. Diseño cualitativo de las propuestas de reforma. 3. Análisis cuantitativo de las mismas.Las reformas que se sugieren pueden agruparse, a su vez, en dos conjuntos claramente diferenciados. Por un lado, se presentan nuevas vías de financiación impositiva, centradas en la cesión a los municipios españoles de la imposición sobre la propiedad inmueble y sobre los automóviles. Por otro, se enumeran las modificaciones que en nuestra opinión deberíanaplicarse a los impuestos actuales.The principal scope of this work is to develop different proposals for the reform of the municipal taxation financing system in Spain. In order to achieve this, the article structures in three major sections: 1. Analysis of the municipal taxation financing system in force nowadays. 2. Qualitative design of the reform proposals. 3. Quantitative analysis of these proposals.The suggested reforms can also be put together in two clear different groups. On the one hand, new ways of impositive financing are presented, centered on the transfer to the spanish municipalities of the real state and automobile taxation. On the other hand, we summarize the modifications that in our opinion should be introduced to the existing taxes.
