Fondos europeos, capital tecnológico y crecimiento económico de las regiones espanolas

En el presente trabajo se analiza el papel que los fondos les han tenido a la hora de explicar el proceso de convergencia de las regiones objetivo 1 a través de la financiación al I+D+i. Para ello, se estima el stock de capital tecnológico de las regiones españolas y su impacto sobre la evolución de la productividad total de los factores (PTF). Los resultados muestran que, en el contexto del modelo reciente de crecimiento de la economía española caracterizado por caídas en los niveles de PTF, las regiones objetivo 1 han acortado la brecha en productividad que las separaba del resto de regiones, si bien en 2006 siguen siendo un 19 por 100 menos productivas. El mayor ritmo de crecimiento del stock de capital tecnológico en las regiones objetivo 1 y el impacto positivo de dicho capital sobre la evolución de la PTF muestra la importancia que inversión en I+D+i (una parte sustancial financiada por fondos estructurales) ha tenido para cerrar parte de la brecha de eficiencia y, por esta vía, favorecer el proceso de convergencia.

In this study we examine the role of structural funds in explaining the process of convergence of the objective 1 regions byway of funding. To this end, we estimate the technological capital stock of the Spanish regions and its impact on the trend in total factor productivity (TFP). The results show that, in the context of the recent growth model of the Spanish economy characterized by drops in the TFP levels, the Objective 1 regions have narrowed the productivity gap that separated them from the other regions, although they continued t o be 19% productive in 2006. The increasing rate of growth in the stock of technological capital in the objective 1 regions and the positive impact of this capital on the trend in TFP shows the importance that R+D+I investment (a substantial part financed by structural funds) has had on closing the efficiency gap and, in this way, propitiating the process of convergence.
