Algunos comentarios sobre la reforma de las haciendas locales

La adaptación de la Hacienda pública a un sistema político descentralizado plantea dos cuestiones: quién hade crecer qué y como se financia ese gasto.La distinción clásica, respecto de la primera cuestión, atribuía al gobierno central las funciones redestributiba y estabilizadora, en tanto que a los gobiernos subcentrales corresponde la provisión de bienes y servicios. Sin embargo, hoy no está tan claro que los gobiernos subcentrales no desempeñen un cierto papel en las funciones estabilizadora y redestributiva, aunque los argumentos más poderosos para justificar la descentralización en términos económicos se hallan en el terreno asignativo.En cuanto al segundo punto (fuentes de financiación) el artículo analiza las directrices al respecto formuladas por la doctrina y por el Consejo de Europa. Tras detallar algunos aspectos básicos de la estructura del sector público en los países de la Unión Europea, se señala la existencia de cuatro grandes modelos de financiación local y se precisan las grandes cuestiones que ha de abordar la reforma de las haciendas locales, para finalizar con algunos comentarios referidos a España.Bringing public finance into line with a decentralised political system raises two questions:who has to grow and how much, and how is that expenditure funded.The classic distinction in respect of the first question, attributed the redistributive and stabilising functions to central government, whereas subcentral governments were responsible for providing goods and services. However, it is not so clear today that subcentral governments do not play a certain role in the stabilising and redistributive functions, although the most powerful arguments to support decentralisation in economic terms lies in the sphere of allocation.As for the second point (sources of financing),the article analyses the guidelines on the matter laid down by doctrine and by the Council of Europe. Afteroutlining certain basic aspects of the structure of the public sector in the countries of the European Union, we point out the existence of four main local funding models and then set forth the major issues that have to be confronted by the reform of local finance, before concluding with a few comments on Spain.
