Sistemas de pago: eficiencia, riesgo, consolidación y política monetaria

Este artículo ofrece una panorámica de los principales aspectos conceptuales y empíricos de los sistemas depagos. El sistema de pagos de un país requiere continuidad y fluidez, con objeto de facilitar las transacciones económicas, sometidas a regulación y control por parte del banco central. Dicha actividad supervisora puede ejecutarse por múltiples vías -como requerimientos de capital, seguro de depósitos-, orientada a minimizar los riesgos sistémicos de quiebra bancaria. No obstante, sus implicaciones van más allá, debiéndose considerar el coste de uso de los diferentes instrumentos por los usuarios, donde los medios electrónicos presentan ventajas en comodidad y en coste aun siendo sus precios ineficientes; la deficiencia operativa de la redde pagos, donde el establecimiento de TARGET jugará un papel importante en el ámbito europeo, y la eficiencia de la política monetaria tradicional, bajo la sustitución del efectivo por otros métodos más novedosos.--------------------------------------------------This article offers an overiew of the main conceptual and empirical aspects of payment systems. A country's system of payments requires continuity and fluidity, in order to facilitate the economic transactions subject to regulation and control by the central bank. This supervisory activity may be executed by multiple channels - as capiltal requirements, deposit insurance- aimedat minimising systemic bank bankruptcy risks. Its implications, however, go further and consideration has to be given to the cost of use of the different instruments by the users, where electronic means offer advantages in convenience and in cost even though their prices are inefficient; the operational efficiency of the payment network, where the establishment of TARGET will play a major role in the European context and the effectiveness of the tradicional monetary policy, under the replacement of cash by other more innovative methods.
