La sostenibilidad de las pensiones públicas

En este trabajo se analizan las perspectivas financieras del sistema español de pensiones contributiva recientemente elaboradas al horizonte 2050, y se discute el concepto de sostenibilidad de las pensiones a partir de la creciente insuficiencia financiera que, según las perspectivas analizadas, presentará el sistema en los sucesivo. La sostenibilidad es también una cuestión de consenso sobre el esfuerzo necesario para restablecer un cierto grado de suficiencia financiera a largo plazo del sistema de pensiones y a manera de lograrlo.Dadas las perspectivas, el esfuerzo tendrá que ser apreciable, y como manera de hacerlo eficiente a largo plazo se propone en este trabajo la transición hacia unsistema mixto de pensiones del que se describen sus principales características.

In this study we examine the financial prospects of the Spanish contributive pension system recently worked out up to the horizon of the year 2050 and we discuss the concept of pensions sustainability in the light of the growing financial inadequacy which will be inherent in the system henceforward, according to the prospects analyzed. Sustainability is also a question of consensus regarding the effortrequired to restore a certain degree of long-term financial adequacy to the pension system and how to achieve it. Given the outlook, the effort will have to be considerable and the way that we propose for making it efficient in the long term in this article is a transition towards a mixed pension system, the broad outlines of which are described here.
