En este artículo, se aborda la actual problemática dela gestión pesquera, cuya necesidad es puesta de relieve por la creaciente explotación de la producción pesquera mundial en los últimos veinte años, que está conduciendo a un estancamiento. Ante dicha situación, se plantea la necesidad de establecer mecanismos de regulación eficaces, que permitan regular el acceso a unos recursos cada vez más escasos. Se examinan a continuación los sistemas de gestión empleados, su naturaleza, sus potencionalidades y limitaciones, para pasar después a examinar cómo ha evolucionado su empleo en la CEE. Se presta especial atención a la relación que ese desarrollo ha tenido con el sector pesquero español, primero fuera de la CEE y después como parte integrante de ésta. En este examen se constata que estas medidas no siempre han obtenido un resultado óptimo, provocandomuchas veces efectos no deseados y situaciones de desequilibrio entre los estados miembros. Al análisis de estos problemas se dedica el tercer apartado. Finalmente, en el cuarto y último apartado, se establecen orientaciones, criterios y recomendaciones sobre la probable evolución de la política pesquera común (PPC) de laUnión Europea, que será objeto de revisión en el año 2002.

In this paper, the current issue of the management of fisheries is tackled, considering it a necessary measure to be adopted due to the increasing exploitation of the world fisheries production in the last twenty years, which is leading to stagnation. In view of this situation, it is considered the need to establisheffective regulatory mechanisms that will allow the regulation of the access to those increasingly scarce resources. The used management systems, their nature, potentialities and limitations are then examined, as well as the development of their enforcement by the EEC.Special attention is paid to the impact that such development has had on the fisheries sector in Spain, first when outside the EEC and later as one of its members. In this work it can be seen that the implementationof such measures has not always reached optimum results, cuasing in many cases adverse effects and unbalanced situations between member states. The third sectioncovers the analysis of such problems. Finally, in thefourth and last section, various opinions, guidance and recommendations are given about the probable evolution of the common fisheries policy (CFP) of the European Union, which will be reviewed in the year 2002.
