La actividad que desarrolla un puerto vincula la prestación de un conjunto de servicios con la necesidad de una infraestructura muy especializada que permita el intercambio de diferentes tipos de mercancías entre distintos modos de transporte que, a la vez, conectan diversas áreas económicas. Con el objeto de facilitar estas funciones, un puerto debe combinar infraestructuras y servicios en una unidad organizativa. La Ley 33/2010 aprobada por las Cortes Generales define una serie de objetivos y plasma en sus disposiciones las metas a conseguir: a) ser un sistema autosuficiente; b) debe obtener resultados positivos; c) debe estar vinculado al mercado y a los operadores; d) debe fomentar la intermodalidad, y e) debe respetar la sostenibilidad. El trabajo refleja los avances y los resultados positivos que la nueva normativa ha implementado en el sistema portuario español.

Port activity requires the provision of a set of services and a very specialized infrastructure, allowing the exchange of merchandise among different transportation means and involving different economic areas. Therefore, a port must combine both infrastructure and services under the same administrative unit. The Act 33/2010, which was passed by the Spanish Parliament, defines a set of objectives and sets some goals to be accomplished: a) a port must be a self-sufficient system; b) it must yield positive results; c) it must be closely linked to the market and its operators; d) it must encourage intermodality, and e) it must respect sustainability. This article shows how new regulations have proved to be successful within the Spanish port system.
