Descentralización y coordinación de la sanidad en el estado autonómico

Entre 1980, año en que iniciaron sus actividades las nuevas comunidades autónomas, y 1986, año en que se promulgó la Ley General de Sanidad, la descentralizaciónsanitaria tomó cuerpo, y condicionó en gran manera eldesarrollo posterior. El Ministerio de Sanidad y Consumo, ha actuado en estos años más como macrodepartamento de sanidad del llamado territorio Insalud que como auténtico ministerio. Tras la transferencia de las competencias sanitarias a las diez comunidades aún pendientes de ello, el Ministerio deberá asumir nuevos cometidos hoy desarrollados de forma incipiente. Se defiende que el rol de liderazgo y coordinación del sistema sólo puede ejercerse sobre la base de obtener consenso,crear valor añadido en la intermediación, y aceptar la actual estructura asimétrica y plural.

Between 1980, the year in which the new autonomous communities started their activities, and 1986, the year when the Health Act was passed, health decentralization took shape and predetermined subsequent development to a considerable extent. In these years the Ministry of Health and Consumer Affairs has acted more as a macrodepartment of health of the socalled INSALUD territory than as a real ministry. After the transfer of powers in the sphere of health to the ten communities where this is still pending, the Ministry will have to assume new functions still only in an embryonic stage of development atthe moment. We uphold that the role of leadership andcoordination of the system may only be exercised on the basis of achieving consensus, creating added value in intermediation, and accepting the present diversified multiform structure.
