Carlos Ocaña Pérez de Tudela

Carlos Ocaña is Funcas’ Director General. Before joining Funcas in 2011, he was the Spanish Secretary of State of Finance (2006-2011) and Secretary General of the Budget (2004-2005). Previously he worked for the OECD’S International Energy Agency (1998-2002), the Spanish Electricity System Commission (1995-1997), and the Tribunal for the Defence of Competition (1993-1994).

He has taught economics at the Autonomous University of Barcelona, Northwestern University, University of Zaragoza, University Carlos III of Madrid and University Complutense of Madrid (Cunef) and has witten extensively in the areas of regulation, competition and energy markets.

An economist by training, he holds a PH.D. from Northwestern University Fulbright Fellow (1988-1989).
