Sistemas fiscales e investigación fiscal: ¿hay pruebas de convergencia?

Tanto en los Países de la OCDE como en los Países en desarrollo, los dos cambios mas importantes que se han producido en los sistemas fiscales en las últimas décadas han sido la introducción del IVA y la reducción de los tipos legales del Impuesto sobre la Renta, así como el aplanamiento de sus tarifas. La mayoría de los Países, sin embargo, no han hecho estos cambios porque los economistas hayan producido teorías persuasivas o por la evidencia empírica encontrada, sino por sus propias razones. Este trabajo concluye que si a los expertos en fiscalidad les interesa mejorar la política, deberían centrarse no en el juego político a corto plazo, sino mas bien en el juego a largo plazo, articulando las ideas mas importantes para el cambia, recogiendo y analizando los datos relevantes y evaluando y criticando los efectos de tales cambios tal y como se han realizado.

Both in the OECD and in the developing countries, the two most important changes that have taken place in the tax systems in recent times have been the introduction of VAT and the reduction of legal Income Tax rates and their levelling-off. Most of the countries, however, have not made these changes because economists have produced persuasive theories or because of empirical evidence found, but for reasons of their own. This article concludes that if taxation experts are interested in improving politics, they should focus their attention not on short-term but on long-term strategies, putting forward important ideas for change, collecting and analysing significant data, and assessing and criticizing the effects of such changes and how they are brought about.
