El mercado eléctrico mayorista español es
objetivo habitual de críticas a su funcionamiento
y propuestas de reforma. En este artículo
se analiza su estructura y resultados
para identificar si existe evidencia de problemas
que pudieran justificar la intervención de
la Administración. A continuación, se analizan
algunas de las propuestas recurrentes de reforma,
advirtiendo que muchas de ellas llevarían
a un funcionamiento menos eficiente y
un mayor coste de suministro, en perjuicio de
los consumidores. Finalmente, se plantean
medidas que contribuirían a mitigar el déficit
tarifario, ya que este parece ser el origen y
motivación de muchas de las propuestas de
reforma.

The Spanish wholesale electricity market
is frequently criticised and the target of
reform proposals. In this paper, we analyse its
structure and results to identify whether there
is any evidence of problems that would justify
the intervention of the Administration. Next,
we analyse some of the recurring proposals
for reform, and show that many of them
would lead to a less efficient operation and
an increase in the costs of supply, to the
detriment of consumers. Finally, we present
proposals that would help mitigate the tariff
deficit, which seems to be the origin and
motivation of many of the reform proposals.
