Presupuesto por programas versus incrementalismo presupuestario: ¿un falso dilema?

El objetivo de este artículo es tratar de explicar por qué unas reformas que crearon grandes expectativas han tenido tan pobres resultados, y ofrecer líneas de reformas alternativas. En primer lugar, se parte del análisis de las principales limitaciones de las reformaspresupuestarias que buscan la racionalidad en el gasto público. Se trata de desvelar tanto los obstáculos ala implantación del presupuesto por programas como sus deficiencias conceptuales. Posteriormente se contrastan las teorías "normativas" (PPBS, ZBB, etc.) con lasteorías descriptivas (incrementalistas) sobre la realidad presupuestaria. Por último se plantea una terceraalternativa o vía de reforma presupuestaria que tengaen cuenta ambas aproximaciones y rompa con esta falsadicotomía.El dilema presupuesto por programas vs. incrementalismo presupuestario queda superado en la medida en que el primero considere variables de comportamiento y en que el segundo acepte el tratamiento de otros componentes de la negociación más allá del competitivo.

This paper attempts to ascertain the reason why some reforms which generated great expectations have obtained such poor results, and it offers alternative reform solutions. Firstly, it starts with the analysis of the main limitations of the budgetary redorms whichbase their rationality on public expenditure. It seeks to reveal both,the bars to the implementation of thebudget by programs as well as their conceptual deficiencies. Secondly, it contrasts the "normative" theories with the descriptive theories (incrementalists) concerning the budgetary reality. Lastly it raises a thirdalternative or way for budgetary reform which takes into account both approximations and which departs fromsuch incorrect dichotomy.The dilemma of program budgeting vs. incrementalist budgeting is solved if the former considers behavioural variables and if the latter allows for negotiation factors different to the competitive ones.
